Which is the best Minecraft Server Hosting Service?

I'm looking for a 3GB-4GB and Quarterly Billed Minecraft Server. However, I'm having trouble choosing between all the hosters. I rather go for good quality hardware and service than for cheap prices, just for a moderately extensive amount of players (around 8-12). My budget is of 30-40$

I have a list hosters that convinces me a lot. (Apex Hosting by most, but maybe there are better options)

Aternos is a terrible Minecraft Hoster. You shouldn't use him. Can't even handle 5 players
